I’m not sure about web sites, but there are a couple of really good free programs that you could download. Here are there URL’s.
GIMP. GIMP is a full featured graphics editor that is very close to Photoshop in it’s functionality, but it does have a fairly steep learning curve.
Paint.net Paint .net is a good graphics editor. It has a few less features then does GIMP, but it is much easier to learn and use.
