Tough question. Everyone has their opinion. As a long-time developer, my opinion is Notepad (or a better text editor such as JEdit), but since you specified easy, I’m assuming you don’t know or want to learn a lot of HTML code.
As a stickler for standards, I’d suggest giving Amaya a try:
There are a number of good open source editors for Linux, and many of those are being (or have been) ported to Windows.
If you are looking at a flash website builder you should try Trendy Site Builder. Its amazing and gives you the freedom to create any number of websites.
